Add Last-Modified Header for the two .css files the WAYF generates on the fly
The WAYF generates styles.css and ImprovedDropDown.css on the fly based on the default- and an optional custom- file. Currently, these css files cannot be cached by the browsers since they do not feature neither an Etag nor a Last-Modified header.
Adding a Last-Modified Header by setting it to the higher value of the timestamp of the default- and the custom-file would solve the issue.

These two CSS files are both less than 2kB. The effort to calculate the etag hash or get the modification date is probably not much lower than just serving them again :-) Doing some profiling the max potential of this change is to save about 15ms. So, I don't see a huge benefit of implementing this currently. More time (to generate, transfer) could be saved by caching the Embedded WAYF script.
